 THURSDAY, NOVEMBER 15, 2001

 

A.        The regular session of the Rutherford County Board of Commissioners was called to order by Madam Chairman, Nancy R. Allen on Thursday, November 15, 2001 at 6:00 p.m. in the Courtroom located on the second floor of the Rutherford County Courthouse in Murfreesboro, Tennessee. 

B.        Court Chaplain Trey Gooch led the Invocation. 

C.       Commissioner Jimmy Woods led the Pledge of Allegiance to the Flag of the United States of America. 

D.       Twenty-one Rutherford County Board of Commissioners were present for the Legislative Meeting. 

E.        The October 11, 2001 Legislative Meeting Minutes were adopted as typed.

 

F.        RESOLUTIONS OF SYMPATHY 

1.      The Resolution of Sympathy in memory of Deward “Foots” Compton was adopted.

2.      The Resolution of Sympathy in memory of Frances Hickerson Jackson was adopted.

 

G.       PUBLIC COMMENTS 

1.             Ron Polk spoke with regard to the gender equity within high school softball and baseball programs.

2.             Lenore Diamond spoke with regard to the Buchanan Sewer Project.

3.             Paul Diamond spoke with regard to the Buchanan Sewer Project.         
     

H.        ELECTIONS & CONFIRMATIONS 

1.      The Notary Public-at-Large Applications as presented by the Office of the Rutherford County Clerk were
 approved.

2.      Craig Lynch and John Russell Fox, Sr. were both appointed to serve a four-year term on the Consolidated
 Utility District Board of Directors.

 

I.     UNFINISHED BUSINESS

        1.    No report.

 

J.   PUBLIC HEARINGS-6:30 P.M.

             

  1. No one spoke for or against at the Public Hearing held with regard to the request from Clara A. Pancake.  The request to rezone property located at 1226 South Church Street from Residential-15 to a Conditional Use Permit for 7299 – Wedding Chapel was approved along with the conditions as recommended by the Rutherford County Planning Commission.
  2. No one spoke for or against at the Public Hearing held with regard to the request from Lawrence Yeager.  The request to rezone property located at 1556 Gresham Lane from Residential-15 to a Conditional Use Permit for 7299 – Weddings and Receptions was approved along with the conditions as recommended by the Rutherford County Planning Commission.

 

K.   REPORTS BY STANDING COMMITTEES

 

  1. PURCHASING COMMITTEE

 

a.      A recommendation to approve the monthly Purchasing Committee Report was adopted.

 

2.      BUDGET, FINANCE & INVESTMENT COMMITTEE

 

a.      A recommendation to amend the General Fund for the following was adopted:

1.      Register of Deeds

2.      Sheriff’s Department

b.      A recommendation to amend the Debt Service Fund with regard to principal and interest on
 bonds was adopted.

c.      A recommendation providing that the proceeds from the sale of surplus land owned by the Board of
Education be deposited into Fund 171, Capital Projects Fund and be designated for school land
acquisition was adopted.

 

3.      HEALTH & EDUCATION COMMITTEE

 

a.      No Report.

 

4.      PROPERTY MANAGEMENT COMMITTEE

 

a.      A Resolution requesting a sewer easement across the Rutherford County Nursing Home property for the City of Murfreesboro was adopted.

5.  PUBLIC SAFETY COMMITTEE

 

a.      No Report.

 

6.   PUBLIC WORKS & PLANNING COMMITTEE

 

a.        A Resolution establishing policy with regard to burnt out houses in Rutherford County was adopted.

b.        A Resolution requesting an increase with regard to Building Permit Fees was adopted.

c.        A Resolution recommending that the average scale for all square footage fees of the March 31, 2001 Building Valuation Chart of the Southern Standard Building Codes be implemented was adopted.

 

7.      STEERING, LEGISLATIVE & GOVERNMENTAL COMMITTEE

 

a.      A Resolution requesting the State Legislature to continue sharing state revenues with local governments
was adopted.

b.      A Resolution to amend Chapter 421 of the Private Acts of 1943 with regard to the Purchasing Committee
was adopted.

c.      A Resolution directing the Purchasing Committee to operate as a “Standing Committee” and regarding
policy not accepting the lowest bid was adopted.

 

8.   ANY OTHER BUSINESS   

           

a.       It was announced that the Smyrna Motor Vehicle Department building was in the process of being rebuilt in the same location as where the previous one burned.  It was further announced that the office hoped to be operational in March 2002.

 

There being no further business, Madam Chairman, Nancy R. Allen adjourned the Rutherford County Board of Commissioners Legislative Meeting at 7:08 p.m.
