A.    Mr. Chairman, Ernest Burgess, called the regular session of the Rutherford

        County Board of Commissioners to order on Thursday, September 14, 2006 at 6:00 p.m. in the Courtroom located on the second floor of the Rutherford County Courthouse in Murfreesboro, Tennessee.

B.    Commissioner Doug Shafer led the Invocation.

C.    Commissioner Trey Gooch led the Pledge of Allegiance to the Flag of the United States of America.

D.    Twenty One (21) Rutherford County Board of Commissioners were present for the opening of the Legislative Meeting.

E.    The September 1, 2006, Legislative Meeting Minutes were adopted.

F.    PUBLIC COMMENTS – None

G.   RESOLUTIONS OF SYMPATHY

1. The resolution of sympathy in memory of Lance Corporal J.D. Hirlston was adopted.
2. The resolution of sympathy in memory of B.B. Kerr, Jr. was adopted.
3. The resolution of sympathy in memory of Pamela Leverette was adopted.
4. The resolution of sympathy in memory of Dorothy Jo Adamson O’Neal was adopted.
5. The resolution of sympathy in memory of Pauline “Gigi” Scarlett was adopted.
6. The resolution of sympathy in memory of Larry Trail was adopted.

H.   ELECTIONS & CONFIRMATIONS

      1.  The Notary Public-at-Large Applications, as presented by the Office of the           

           Rutherford County Clerk, were approved.

2.      The appointment of Susan Keith as Judicial Commissioner was approved.

3.      Donnie P. Hester and Elizabeth Crace were appointed and approved to the Insurance Committee.

4.      Kenneth K. Bumpas and Carl Allen were appointed to the Codes Enforcement Board and Daryl Alexander was appointed as the alternate.  All were unanimously approved.

5.      David L. Adams was appointed to the Equalization Board to fill the unexpired term of Jeffrey Day.

6.      The Commissioner vacancy on the Insurance Committee was announced.

7.      A Commissioner vacancy on the Community Care Board was announced.

8.      A vacancy on the Board of Zoning Appeals was announced.

9.      Two (2) vacancies on the Beer Board were announced.

9    (a).  As an addendum to the agenda, Chairman Phillips announced a   

       vacancy on the Library Board.

10.  In the election of Chairman Pro-Tem of the County Commission,  Commissioners Farley and Sandlin were nominated and, by a majority of the vote, Commissioner Farley was elected.

11. Commissioner Mike Sparks was elected Court Chaplain.

12.  County Commission Standing Committees were approved as proposed.

13.   Kenneth Bumpas’ appointment to the Public Building Authority was   confirmed and approved.  The term of this appointment will expire 2008.

14.   The appointment of Richie Bolin, Gary Farley, Will Jordan, Jeff Phillips and Steve Sandlin to the Planning Commission was confirmed and approved.
