A.    Madam Chairman Nancy Allen called the regular session of the Rutherford

        County Board of Commissioners to order on Thursday, June 26, 2006 at 9:00 a.m. in the Courtroom located on the second floor of the Rutherford County Courthouse in Murfreesboro, Tennessee.

 

B.    Commissioner Doug Shafer led the Invocation.

 

C.    Commissioner Trey Gooch led the Pledge of Allegiance to the Flag of the United States of America.

 

D.    Twenty One (21) Rutherford County Board of Commissioners were present for the opening of the Legislative Meeting.

 

E.    The June 15, 2006, Legislative Meeting Minutes were adopted.

 

F.    PUBLIC COMMENTS

 

A.                 Bob Williams of 6145 Lee Avenue spoke on various budget related issues currently under consideration by the County Commission.

 

              

G.1.   ELECTIONS & CONFIRMATIONS

 

     1.  The Notary Public-at-Large Applications, as presented by the Office of the           

          Rutherford County Clerk, were approved.

 

H.  UNFINISHED BUSINESS

  

            A.        None Reported

        

I.    Monthly and Quarterly Reports

 

1.      Vocational Training Center Report was approved

2.      Building Permit Report was approved

3.      Griffin Industries Report was approved

4.      Mid-Cumberland Community Action Agency Report approved

       1.    PURCHASING COMMITTEE REPORT

 

  A.    None Reported

 

       2.   BUDGET, FINANCE & INVESTMENT COMMITTEE

 

  A.   These General Fund Budget items were amended and approved:

1.         Property Assessor/Reappraisal

2.         Sherriff’s Department/Jail

3.         Juvenile Detention

4.         Miscellaneous/Transfers Out

 

 

  B.      Solid Waste/Sanitation Fund Budget Amendments were approved:

      1.         Landfill

 

 

C.     Resolution authorizing life insurance death benefit for part-time staff meeting certain criteria was approved.

           

D.    Contracts with The Tennessee Department of Health for funding of services was approved.

 

 

E.     Execution of the Waste Tire grant application with the Department of Environment and Conservation was authorized.

 

 

F.     Execution of the Bridgestone grant application for assistance in purchasing a “medical golf cart” for the County Ambulance Service was authorized.

 

G.    General Purpose School Fund Budget Amendments were approved.

 

H.     The 2006 – 07 Tax Levy was set at two dollars and forty-four cents ($2.44).  The levy includes:

County General                     - .47

Solid Waste/Sanitation        - .00

Highway Fund                        - .01

General Purpose Schools    -1.29

General Debt Service           - .67

 

I.         The 2006 – 07 Appropriations Resolution was approved.                           

      3.        HEALTH & EDUCATION COMMITTEE

 

     A.   No Report

 

      4.       PROPERTY MANAGEMENT COMMITTEE

 

A.       A resolution authorizing the donation of “Rights-of-way” from Rutherford County to the Town of Smyrna for road improvements and access to the Stewarts Creek School was approved.

 

B.       A resolution authorizing the donation of four (4) acres of land from Rutherford County to the Town of Smyrna for the building of a Fire Station was approved.

 

C.       A resolution to authorize the “Change Order” for upgrading the PAWS facility by The Building Group was approved.

 

D.       A resolution to authorize the execution of a Bi-Party Agreement between the Public Building Authority of Rutherford County and Rutherford County for design services for the Justice Center and Parking Garage was approved.

 

 

      5.       PUBLIC SAFETY COMMITTEE

 

     A.   No Report

           

     6.       PUBLIC WORKS & PLANNING COMMITTEE

 

A.       A resolution to Approve Easements (5) for Yorktown was adopted.

B.       A resolution to Approve Assignment & Confirmation of Lease Agreement with Peachtree, Inc. regarding the McKee property was approved.

 

  1.     STEERING, LEGISLATIVE & GOVERNMENTAL COMMITTEE

 

A.   No Report.

 

 

  1.     ANY OTHER BUSINESS

 

A.        Commissioner Mike Spark’s motion to create an Education Task Force failed for lack of a majority.

 

           

 

There being no further business, Madam Chairman, Nancy Allen, adjourned the Rutherford County Board of Commissioners Legislative Meeting.  Time of adjournment: 4:oo pm.
