The regular session of the Rutherford County Board of Commissioners was
called to order by Madam Chairman, Nancy R. Allen at 9:00 a.m. in the Courtroom
located on the second floor of the Rutherford County Courthouse in Murfreesboro,
Tennessee. B.
Board of
Commissioners Court Chaplain Trey Gooch, led the Invocation. C.
Commissioner
Anthony Johnson led the Pledge of Allegiance to the Flag of the United States of
America. D.
Twenty-one
Rutherford County Board of Commissioners were present for the Legislative
Meeting. E.
The Board of
Commissioners adopted the June 15, 2000 Legislative Meeting Minutes as typed. F.
A thank-you
note from the family of James David Edgens was read. G.
The Board of
Commissioners adopted a Resolution of Sympathy in memory of Grady R. Haynes. H.
ELECTIONS & CONFIRMATIONS 1.
The Board of
Commissioners approved the Notary Public-at-Large Applicant List as mailed out
by the Office of the Rutherford County Clerk. 2.
The Board of
Commissioners appointed Larry Jernigan and Steve Steele to the Linebaugh Library
Board for a three-year term. 3.
The Board of
Commissioners appointed Greg Lyles and Melvin (Gene) Patterson to the Community
Care Board for a three-year term. I.

MONTHLY & QUARTERLY REPORTS 1.
The Board of
Commissioners adopted the Monthly and Quarterly Reports, with the exception of
the Jail Report and the Purchasing Committee Report, as mailed out. K.
REPORTS BY STANDING COMMITTEES
a. The Board of Commissioners adopted the Purchasing Committee Report as mailed out. 2.
BUDGET, FINANCE & INVESTMENT COMMITTEE a. The Board of Commissioners suspended the Rules to allow for the next item not on the Agenda. b. The Board of Commissioners adopted a General Fund Budget Amendment regarding Animal Control. c. The Board of Commissioners adopted the 1999-2000 General Fund Budget Amendments with regard to the following: 1. Juvenile Detention 2. Youth Services 3. Sheriff’s Department d. The Board of Commissioners adopted the 1999-2000 General Purpose School Fund Budget Amendments. e. The Board of Commissioners adopted a recommendation that the County Executive be authorized to execute a Grant Agreement between the State of Tennessee, Department of Health and Rutherford County for the provisions of rural and local health services. f. The Board of Commissioners adopted a recommendation that a portion of Rutherford County’s Fiscal Year 2000-2001 appropriation be utilized to continue the salary supplements for Tela Bayless, the Director of the Rutherford County Health Department and Dr. Barton Warner, the Rutherford County Health Officer. g. The Board of Commissioners adopted a recommendation that the Constable Surety Bond No. DRS1015432 for Ricky Reynolds be approved. h. The Board of Commissioners were presented a Resolution authorizing the issuance of an interest bearing Capital Outlay Note of Rutherford County, Tennessee, in the principal amount of not to exceed One Million Five Hundred Thousand Dollars ($1,500,000.00) for the purpose of providing funds for (1) erecting, furnishing and equipping an animal service facility; (2) the payment of legal, fiscal, administrative, architectural and engineering costs incident to the “Project”; and (3) the payment of costs incident the issuance to the Note. No vote was taken at this time. The Board of Commissioners then approved an amendment to defer action until a site for the Animal Shelter Facility has been selected by the Public Safety Committee. The Board of Commissioners then approved the Resolution authorizing the One Million Five Hundred Thousand Dollar ($1,500,000.00) Capital Outlay Note for the Animal Shelter along with the amendment; therefore, the Capital Outlay Note was not approved. i. The Board of Commissioners was presented the 2000-2001 proposed Budget for Rutherford County, Tennessee with a total estimated expenditure of all funds being Two Hundred Five Million Three Hundred Nine Thousand Seven Hundred Thirty Six Dollars ($205,309,736.00) with an estimated tax rate of $2.78 which will be required to finance the regular County Budget. No vote was taken at this time. The Board of Commissioners was then presented an amendment to the 2000-2001 Appropriation Resolution regarding line item 141-71100-163 in the amount of Four Hundred Forty Nine Thousand Dollars ($449,000.00) for the purpose of Education Assistants. This amendment failed. The Board of Commissioners then adopted the 2000-2001 Appropriation Resolution as presented. Prior to voting on this issue Commissioner Joyce J. Ealy, Commissioner Faye Elam and Commissioner Paul Johnson read the Conflict of Interest Statement for the record. j. The Board of Commissioners adopted the 2000-2001 Tax Levy Resolution stating that the combined property tax rate for Rutherford County, Tennessee for the fiscal year beginning July 1, 2000 shall be $2.78 on each $100.00 of taxable property. 3. HEALTH & EDUCATION COMMITTEE
a. The Board of Commissioners adopted a Resolution that the County Executive is authorized to enter into and execute the lease with Community Care of Rutherford County, Inc. b. The Board of Commissioners adopted a Resolution requesting the Rutherford County Nursing Home Board composed of Bill Sellers, Margaret Bugg, David Hopper, Roy Wood and Katherine Walkup to return funds held by said Board to Community Care of Rutherford County for the operation and day-to-day requirements of running the nursing home. 4. PROPERTY MANAGEMENT COMMITTEE a. No report.
5. PUBLIC SAFETY
COMMITTEE a. The Board of Commissioners was presented a Resolution recommending County owned property generally known as the Samsonite ballfields to be the site for the new Animal Services facility. This Resolution failed. b. The Board of Commissioners was presented a motion recommending the Blackman Property as the site for the new Animal Services facility leaving the incinerators where they are at present. No vote was taken at this time. The Board of Commissioners suspended the Rules to allow Tracy Hill to address the Board. After much discussion, the motion regarding the Blackman Property as the site for the new Animal Services facility failed. c. The Board of Commissioners then voted to send the issue back to the Public Safety Committee for discussion with the Public Building Authority for a possible site for the Animal Services facility. 6.
