BOARD OF COMMISSIONERS

 THURSDAY, JANUARY 17, 2002

 

A.       The regular session of the Rutherford County Board of Commissioners was called to order by Madam Chairman, Nancy R. Allen on Thursday, January 17, 2002 at 6:00 p.m. in the Courtroom located on the second floor of the Rutherford County Courthouse in Murfreesboro, Tennessee. 

B.        Court Chaplain Trey Gooch led the Invocation. 

C.       Commissioner Jimmy Woods led the Pledge of Allegiance to the Flag of the United States of America. 

D.       Twenty Rutherford County Board of Commissioners were present for the Legislative Meeting. 

E.        The December 13, 2001 Legislative Meeting Minutes were adopted as typed. 

F.        PUBLIC COMMENTS 

No report.                     

G.       ELECTIONS & CONFIRMATIONS 

1.     The Notary Public-at-Large Applications as presented by the Office of the Rutherford County Clerk were approved.

2.     Jean E. Wilson, Horace Jackson, Commissioner Dwight Throneberry, and Commissioner Joe Frank Jernigan were appointed to serve on the Agricultural Advisory Board.

3.     Donnie Pinkston and Johnny Mosby were appointed to serve on the Correctional Work Center Board.  The rules were suspended so that each one of the nominees could address the Rutherford County Board of Commissioners.

4.     Preston Rowland, Dr. James Bratten, Blake Smith, Steven Wayne Waldron, and John Wesley Hooper were appointed to serve on the Public Building Authority.

5.      A vacancy on the Conservation Board was announced.

6.      A vacancy on the Board of Zoning Appeals was announced.

7.      The Appointment of Allen Swader to serve on the Rutherford County Planning Commission was confirmed.

 

H.    UNFINISHED BUSINESS 

   1.   No report.

 

I.     REPORTS BY STANDING COMMITTEES 

  1. PURCHASING COMMITTEE

a.      A recommendation to approve the January 10, 2002 Purchasing Committee Report was adopted.

 

2.      BUDGET, FINANCE & INVESTMENT COMMITTEE 

a.      A recommendation to amend the General Fund for the following was adopted:

1.     County Clerk

2.     Health Department

3.     Ambulance Service

4.     Correctional Work Center

5.     Emergency Management

6.     Sheriff’s Department

b.      A recommendation authorizing the County Executive to execute any and all documents relative to the Storm Water Management Action Plan proposed by Wiser Company, LLC in association with Huddleston-Steele Engineering, Inc and SEC, Inc. and to amend the general fund to provide adequate funding for the cost of developing an Action Plan was adopted.

c.      A recommendation to approve the Amendment to Professional Services Agreement between Government Services Automation, Inc. (GSA) and Rutherford County Emergency Medical Service and to authorize the County Executive and the Emergency Medical Services Director to execute any and all documents was adopted.

d.      A recommendation to amend the Solid Waste/Sanitation Fund with regard to other waste collection, landfill operation and maintenance was adopted.

e.      A recommendation to amend the Road & Bridge Fund with regard to constructing a new Highway garage and office facility was adopted.

f.        A resolution providing additional funding for the Smyrna Animal Services location was adopted.

 

3.      HEALTH & EDUCATION COMMITTEE 

a.      No Report.

4.      PROPERTY MANAGEMENT COMMITTEE 

a.      A resolution to convey 0.221 acres located in the 3rd Civil District with regard to the Smyrna Middle School to the Rutherford County Board of Education was adopted.

 

5.  PUBLIC SAFETY COMMITTEE 

a.      A resolution approving the Joint Mutual Aid Agreement with Rutherford, Coffee, Cannon, and Bedford Counties for the implementation and coordination of EMS mutual aid response was adopted.

 

6.   PUBLIC WORKS & PLANNING COMMITTEE 

a.        A resolution approving the maximum speed limit of 20 M.P.H. for all motor vehicles travelling on Hogwood Road was adopted.

             

  1. STEERING, LEGISLATIVE & GOVERNMENTAL COMMITTEE

a.   No Report.

 

  1. ANY OTHER BUSINESS   

a.             Madam Chairman Nancy R. Allen announced that a Legislator’s Dinner is scheduled for January 31, 2002 at 6:00 p.m. at B. McNeels.

 

There being no further business, Madam Chairman, Nancy R. Allen adjourned the Rutherford County Board of Commissioners Legislative Meeting at 6:43 p.m.
