BOARD OF COMMISSIONERS

JANUARY 11, 2001

 

A.        The regular session of the Rutherford County Board of Commissioners was called to order by Madam Chairman, Nancy R. Allen at 6:00 p.m. in the Courtroom located on the second floor of the Rutherford County Courthouse in Murfreesboro, Tennessee.

 

B.        Board of Commissioners Court Chaplain Paul Johnson, led the Invocation.

 

C.       Commissioner Jimmy Woods led the Pledge of Allegiance to the Flag of the United States of America.

 

D.       Twenty-one Rutherford County Board of Commissioners were present for the Legislative Meeting.

 

E.        The Board of Commissioners adopted the December 14, 2000 Legislative Meeting Minutes as typed.

 

F.        The Board of Commissioners adopted a Resolution of Sympathy in memory of Neil Parrish Lancaster, Jr.

 

G.       ELECTIONS & CONFIRMATIONS

 

1.      The Board of Commissioners approved the Notary Public-at-Large Applicant List as mailed out by the Office of the Rutherford County Clerk.

2.      The Board of Commissioners appointed Lindell Vaughn, G. Jane Jackson, and Keith Elrod to serve on the Agricultural Advisory Board for a two-year term.

3.      The Board of Commissioners appointed Jim Davies and Thomas Hartley to the Correctional Work Center Board for a two-year term.

4.      The Board of Commissioners appointed Michael Hammond to serve as the District Three Constable with the term to expire August 31, 2002.

5.      The Board of Commissioners was informed of two vacancies on the Conservation Board.

6.      The Board of Commissioners appointed Deborah Amy Speck to serve as Judicial Commissioner for a term not to exceed four years and such term to conclude and terminate if and when the term is concluded or the service with Rutherford County is terminated.

 

H.   UNFINISHED BUSINESS

I.    MONTHLY & QUARTERLY REPORTS

 

1.      The Board of Commissioners adopted the following Monthly and Quarterly Reports as mailed out:

1.      Vocational Training Center Report

2.      Building Permit Report

3.      Griffin Industries Report

4.      Mid-Cumberland Action Agency Report

 

J.   PUBLIC HEARINGS-6:30 P.M.

             

  1. The Board of Commissioners held a Public Hearing on the request from Golf for Everyone, L.L.C. for property located at 14262 Mount Pleasant Road for a Conditional Use Permit to allow 7992-Public Golf Courses in the Residential-20 Zone.  No one spoke for or against the request.  The Board of Commissioners then approved the request along with the conditions as recommended by the Rutherford County Planning Commission.
  2. The Board of Commissioners held a Public Hearing regarding a Five-Year Update to the Solid Waste Plan.  No one spoke for or against the Plan.  The Board of Commissioners then adopted a Resolution to approve the Five Year Update to the Rutherford County Solid Waste Region’s Ten Year Plan and recommends submission of the Plan to the State of Tennessee Department of Environment and Conservation, Division of Community Assistance.

 

K.  REPORTS BY STANDING COMMITTEES

 

  1. PURCHASING COMMITTEE

 

a.      The Board of Commissioners adopted the Purchasing Committee Report as mailed out.

 

2.      BUDGET, FINANCE & INVESTMENT COMMITTEE

 

a.      The Board of Commissioners approved the General Fund Budget Amendments with regard to the following:

1. Emergency Medical Service

b.      The Board of Commissioners adopted the General Purpose School Fund Budget Amendment.

c.      The Board of Commissioners adopted a Resolution Approving Resignation of First Tennessee Bank as Registrar and/or Paying Agent and the Appointment of Chase Manhattan Trust Company National Association.

d.      The Board of Commissioners adopted a recommendation for the approval of a settlement of One Hundred Four Thousand Nine Hundred Fifty Dollars and Twenty-Six Cents ($104,950.26) against the engineering firm for the Murfreesboro Civic Center/Garage.

e.      The Board of Commissioners adopted the Initial Resolution authorizing the issuance of not to exceed Fifteen Million Seven Hundred Seventy Thousand Dollars ($15,770,000.00) General Obligation Bonds of Rutherford County, Tennessee.  The Board of Commissioners further adopted a Resolution authorizing the issuance of General Obligation Public Improvement Refunding Bonds, Series 2001, in the approximate aggregate principal amount of Seventy-Five Million Six Hundred Eighty Thousand Dollars ($75,680,000.00) of Rutherford County, Tennessee.

 

3.      HEALTH & EDUCATION COMMITTEE

 

a.      No Report.

 

4.      PROPERTY MANAGEMENT COMMITTEE

 

a.      The Board of Commissioners adopted a Resolution for a Consent to Drain into the storm sewer of Blackman Middle School for Jim Porter.

 

      5.  PUBLIC SAFETY COMMITTEE

 

a.      No Report.

 

6.   PUBLIC WORKS & PLANNING COMMITTEE

 

a.      The Board of Commissioners adopted a Resolution to approve the Five-Year Update to the Rutherford County Solid Waste Region’s Ten- Year Plan immediately following the Public Hearing regarding the Five-Year Update.

 

7.      STEERING, LEGISLATIVE & GOVERNMENTAL COMMITTEE

 

a.      The Board of Commissioners adopted a Resolution to Adopt Tennessee Code Annotated Sections 12-4-101 and 54-7-203 Regarding Conflict of Interest.

b.      The Board of Commissioners adopted a Resolution to Approve a Public Comment Policy for the citizens of Rutherford County to address the Commission at its monthly meeting.

 

        8.  Any Other Business – No Report

 

There being no further business, Madam Chairman, Nancy R. Allen adjourned the Rutherford County Board of Commissioners Legislative Meeting at 6:34 p.m.
